In this role, you’ll have the opportunity to:

  • Plan and execute contracting and procurement of goods and services, including creating documents, negotiating contracts and ensuring compliance with terms and conditions of contracts.
  • Identify evolving trends or challenges in our procurement strategies.
  • Develop procurement solutions for new and ongoing initiatives including assessing risks and benefits to determine feasibility.
  • Engage directly with clients as a source of expertise by providing advice, guidance and recommendations and support their short- and long-term procurement plans and requirements.
  • Liaise with Other Government Departments (OGD) about CSE procurement activities.

UNI 06 – $84,242 to $99,107

UNI 07 – $93,510 to $110,009

Area of selection

Open to Canadian citizens residing within the National Capital Region (NCR).

Location

Ottawa, Ontario. CSE has two accessible facilities. Flexible work arrangements, including telework for a portion of the work week, may be possible.

Conditions of employment

An Enhanced Top Secret (ETS) security clearance is a condition of employment that must be met before an offer can be made.

Essential qualifications

In order to be considered, your cover letter must clearly explain how you meet the following education and experience requirements.

Education

  • A Secondary School diploma.  Note: you must be able to provide proof of education.

Experience

FOR UNI-06 POSITIONS:

  • *Recent experience planning and delivering contracting and procurement for goods and services.
  • *Recent experience preparing contract documents, such as statements of work, evaluation criteria and requests for proposal. This includes managing competitive tendering and/or developing and submitting proposals (technical and financial bid documentation) and/or handling sole source contracts.
  • *Recent experience providing advice and guidance to clients on the procedures and policies related to procurement or management of goods and services.
  • *Recent experience ensuring contracts and procurement activities are following internal and external policies, regulations and practices.

 

FOR UNI-07 AND UNI-08 POSITIONS:

  • *All of the above experience listed under UNI 06 positions must be met within the Federal Government of Canada.

 

FOR UNI-08 POSITIONS :

  • Experience providing strategic advice, planning and determining procurement strategies.
  • Experience working on **complex procurement strategies.

 

Note: For the purposes of this hiring process, “Recent” is defined as experience having been acquired within the last five years. **Complex procurement strategies are defined as having at least two of the following attributes: involving multiple clients, sensitive in nature, high risk, executed in multiple phases, or requiring negotiations.

The intent of this process is to fill vacant positions at CSE. The process may also be used to establish a pool of qualified candidates which could be used to staff similar or identical positions with various tenures.

Due to the nature of CSE’s mandate certain roles may expose employees to content that is difficult to process.
